The Chinese for example love Buick cars (the styling just right with them) but the Chinese government would only allow imports of the cars with massive tariffs added on, so GM just went and built an _entire Buick production system_ and handed it to the Chinese for a cut of the profits, everything from the foundry all the way to the finish production line.
