There has never been a Communist society apart from primitive communism. Communism is a classless, stateless, moneyless society where each person contributes what they are able and in return can take what they need.
That said, I understand your point. You mean to suggest they are Socialists who adhere to a Communist ideology. You're still wrong.

A capitalist economy as laid out by Marx in the very opening of volume 1 of Capital is one in which production of commodities occurs for exchange value, that is commodities are produced to be sold, traded on markets, to generate profit from surplus value generated by the exploitation of the working classes.
The actual needs of the population are irrelevant since the capitalist believes the free market will self correct (our current situation debunks this theory).
This is exactly how the modern Chinese state operates.

By contrast, a socialist society is one in which the production of commodities occurs for use value, that is produced according to what is necessary for the population, rather than the production of whatever may extract the highest profit margins.
Goods are available not for purchase with currency, but for those who need them, within the reasonable quantity, on the basis that they need them, and none will go without because those taking goods and who are able to do so will in turn provide their own worth to society via their own contribution of labour. It may be a system of single use, non-exchangeable labour vouchers take the place of currency during a transitory period.

In a socialist society the capitalist class will be eliminated since there will be no need for anyone to extract and hoard surplus value. It's antithetical to socialism. There's no such thing possible as the people's billionaires or the people's stock exchange.
China can dress up as any LARP they want. They can call themselves what they want. It is capitalism all the same.
