The reason the Apollo Program ended was because Skylab and the Space Shuttle made the most sense at the time. It had more to do with pragmatism than laziness.

The USSRs problem was that while NASA is a Civilian Agency, Roscosmos was a Military Agency, and so it had to deal with infighting and conflicts of interest between the military and scientists who were running it. I'm sure the scientists would've wanted a manned Lunar Program, but the military saw no practical use for one and instead diverted resources into Manned Space Stations such as the Almaz project and surveillance satellites. The United States on the other had has always had two completely separate Space Agencies, NASA was always in charge of Civilian Space programs while the Air Force Space Command (and more recently the Space Force) has been in charge of military affairs. The Soviet Space Program failed for the exact same reasons that the Soviet Union itself failed, an increasingly hungry and unchecked Military Industrial Complex.

Technically yes but believe it or not The Moon is actually considered a type of Planet (specifically it's a Satellite-Planet) because it's rounded by its own gravity. It also has a trace atmosphere and magnetic field and is larger than Pluto. In fact it's the largest satellite relative to its host planet in the entire Solar System. The only reason the Earth-Moon system aren't considered a Dual-Planet system is simply because the Earth is still more massive, which shifts the Barycenter (the central pivot of orbit between two bodies) inside of the Earth rather than somewhere between the Earth and the Moon.

Space is also a pretty hostile environment to radio equipment to be fair, especially at these distances. Livestreams require a lot of bandwidth that could be used for telemetry instead. Even during Apollo, the live broadcasts were done over SSTV, which is way more forgiving of noise. Noise is not kind to digital video
