I'm sure the scientists would've wanted a manned Lunar Program, but the military saw no practical use for one and instead diverted resources into Manned Space Stations such as the Almaz project and surveillance satellites. The United States on the other had has always had two completely separate Space Agencies, NASA was always in charge of Civilian Space programs while the Air Force Space Command (and more recently the Space Force) has been in charge of military affairs. The Soviet Space Program failed for the exact same reasons that the Soviet Union itself failed, an increasingly hungry and unchecked Military Industrial Complex.

Even during Apollo, the live broadcasts were done over SSTV, which is way more forgiving of noise. Noise is not kind to digital video
