The West is becoming a collection of fear-based societies. Social norms are dying left and right. Instilling guilt doesn't work anymore after a person has (cynically) understood that there's an attack on their social credit hidden behind any moral statements directed at them. Shame only works, if a person has strong principles and believes in pride, honor, etc. which aren't present in most of our constantly-humiliated lifes. The reason most people aren't racist, sexist, nationalist, antisemitic or don't do anything else the elites dislike is because they don't want to lose their jobs, their status, don't want the government to persecute them for speech crimes or their adress leaked to violent groups that would happily hurt them.
Adding to that, the guilt we see being displayed by people or directed at people in our societies today isn't true guilt as described in the picture above, but merely a trained reaction to keep themselves from doing things that would incur punishment, and to hand their opponents to the authorities, by accusing them of wrongdoing. Compare that to the behavior of a dog, whom you have previously punished for destroying your shoes. If he does it again and you hold one of the ripped shoes infront of him, he will cower and appear guilty, but this is of course a display of fear, not of moral understanding.The government is seen less as the benevolent force of order we gladly conform to and more as a monster that you feed your enemies to before it eats you. It's too powerful to challenge, so most people hope to avoid its wrath by acting supportive.

No country is 100% one thing. Every culture uses guilt (internalized wrong), shame (social disapproval), and fear (consequences) to maintain order. In many countries, big cities might operate on "Guilt/Law" logic, while rural villages operate on "Shame/Honor" logic.
