The West is becoming a collection of fear-based societies. Social norms are dying left and right. Instilling guilt doesn't work anymore after a person has (cynically) understood that there's an attack on their social credit hidden behind any moral statements directed at them. Shame only works, if a person has strong principles and believes in pride, honor, etc. which aren't present in most of our constantly-humiliated lifes.

The reason most people aren't racist, sexist, nationalist, antisemitic or don't do anything else the elites dislike is because they don't want to lose their jobs, their status, don't want the government to persecute them for speech crimes or their adress leaked to violent groups that would happily hurt them.

Everyone knows in Mexico, Central America, and South America; cultures are primarily motivated through fear. Ostracism/guilt means fuckall to them, they're scared of being murdered if they don't fall into line.

Africa is primarily motivated through fear (though less so in Saharan Africa, which has more complex social motivations).

And in Asia, you could also say they're motivated by fear AND threat of ostracism (which this chart calls shame).

Is because it's wrong and those that denounce it are intellectually brave enough to understand that they might have wronged other people, that they made a mistake and should stop.
Let's take an exemple in sexism
