His argument was that humans are worth more than the sum of their parts because of information that allows these parts to be assembled in a very specific way. It wasn't really a religious thought experiment, as Carl Sagan wasn't a religious man of course, but it was meant to demonstrate that information has intrinsic value. You can, however, make the same argument for our own brains, that they're far greater than the sum of its parts, and that the idea that our consciousness is trivial as it's just a bunch of electrical signals is extremely reductionist and doesn't actually say anything about the consciousness as an emergent property of these constituent signals that we still don't fully understand and may never fully understand.
