They reverted to their barbarian culture pretty quickly whenever the Roman legions marched away so the governor of Britannia could intervene in a civil war or whatever. There's a reason Britain had more legions stationed there than almost any other province. It was not a peaceful place.

Armenia was only very briefly subjugated, and Mesopotamia was basically just on loan from the Persians until they could be bothered to reclaim it. If living on the Roman frontier with Persia was a bad idea, living in Mesopotamia is like building a house on an active volcano.The rest are all viable options, though the Gallic provinces that are less at risk from Germanic raids are still pretty rural and cultural backwaters. Hispania is far more developed and cultured, Africa might be just as remote but it's at least exotic. Anatolia is decadent and rich, but the eastern part is risky for reasons mentioned. Aegyptus is the best option if you want to live in absolute luxury, but those Egyptian cities could be powder kegs of unrest at times.
