The networks called Florida for Gore before polls closed in the Republican-leaning panhandle region, suppressing tens of thousands of Bush votes. Bush's final margin was almost certainly *smaller* than it should have actually been.
For the record, the networks did the same thing in Wisconsin, New Mexico, Oregon, and Iowa, all of which Gore "won" by less than a 0.5% margin. So Bush's Electoral College margin likely should have been larger too.

Because they were automatically counted by Punch Card Machines. Automated ballot counting systems that enabled simple pen markers didn't come until later
