The Camilla Massacre in Camilla, Georgia on September 19, 1868 saw more than a dozen African-Americans killed in response to the state's new constitution which granted black suffrage. The Freedmen's Bureau documented 336 murders or assaults on blacks in the Peach State during the year. The massacre was prompted when the Original 33 black state legislators, including Philip Joiner, were expelled from office. Joiner led a march of several hundred freedmen and a few whites to Camilla, the county seat, to attend a Republican rally outside the courthouse.Local sheriffs and the so-called citizens committee ordered them to turn over their guns, but this was refused. A mob of whites, led by the sheriffs, attacked and drove them out of town and into a nearby swamp area. Around 15 blacks were killed and 40 wounded while mobs rampaged through the area threatening any blacks who voted. The massacre drew national attention and prompted Congress to resume military Reconstruction in Georgia, and it became an issue in the presidential election that year. The Camilla Massacre was swept under the rug and not acknowledged in Georgia until 1998, when a plaque commemorating it was installed.

>Frederick Douglass wrote in 1882, "Though slavery was abolished, the wrongs of my people were not ended. Though they were not slaves, they were not yet quite free. No man can truly be free whose liberty is dependent on the thought, feeling, and action of others, and who has no means in his own hands for guarding, protecting, defending, and maintaining that liberty. Yet the Negro after his emancipation was precisely in this state of destitution. He was free from the individual master, but the slave of society. He had neither money, property, or friends. He was free from the old plantation but he had nothing but the dusty road under his feet. He was free from the old quarter that once gave him shelter, but a slave to the rains of summer and the frosts of winter. He was, in a word, literally turned loose, naked, hungry, and destitute to the open sky."
