Not really. Even in Mein Kampf the Concept of Lebensraum was treated purely as a means to an end, to establish Germany as a hegemonial power able to withstand aggressions from the great European Powers (from the perspective of the nazis). Expanding eastwards was the best option if you consider their perspective: Germany succumbed to the combined might of Britain and France, but was able to defeat Russia. The German food production was not sufficient to keep the population fed. The dream of the emperor to build a strong navy and establishing a colonial empire failed.
And it just so happens that right next to them is a country with fertile soil, large quantities of earthly resources and weakened from multiple wars. Obviously, in hindsight it turned out to be a fatal decision, but at the time the most radical notion was that the Soviet Union would not immediately collapse.
There was not much ideological groundwork. Obviously the nazis had no praise for the Eastern European people, but the eastwards expansion was by no means a primary cornerstone of the actual nazi ideology. It's not too far-fetched that under different circumstances the nazis could have come up with a more successful doctrine.

I always think that the Nazi regime should have been more sympathetic to Ukrainian nationalists like Bandera and Melnyk. Had they been given their own independent state in return for Nazi collaboration like they demanded, the Nazi's would have gained a whole extra army group on the Eastern front, and a significant buffer against the Soviets.
