There is actually a much simpler explanation: Jesus was not buried in a tomb at all. Paul never claims this, and it is inconceivable the Romans would have allowed someone they crucified to be buried respectfully. Much more likely his body was treated the same way they treated other people they crucified, which is to say they left him to rot for several days before tossing him into a mass unmarked grave.

What witnesses lol, Paul says he was told there were 500 people who "saw" Jesus after he died, but he doesn't claim to have met any of them, and even if any of these people were real, none of them wrote anything down, so they also aren't claiming Jesus was buried in a tomb either. You only start hearing claims of a tomb with the Gospels, which as >>18427056 points out, all of which add a bunch of details Paul mysteriously never mentions.
This is a bit off topic but since you mentioned "witnesses", Paul he also doesn't clarify if any of those witnesses saw Jesus physically or if he appeared to them as sort of vision, which is what Paul means when he says that he himself was a witness(1 Corinthians 15:8).
Even if they had seen him physically, this also means very little. One, they would need to have known him when he was alive to even verify he was the same guy, could have been an imposter. And yeah, some of them could have lied. During the Time of Troubles multiple people claimed to be a long dead son of a Russian Tsar and had people follow them based on that. After the first of these imposters died, a second imposter showed up, and the first one's wife "confirmed" he was the same guy.

unlikely maybe, but not inconceivable. If a priest sympathetic to the Jesus movement had requested it of the Roman authorities as a way of placating Jesus' followers I can see that having been granted.
