Because at the time, thanks to the fall of the Soviet Union, Taiwan transitioning to Democracy, the West- euphoric over their Cold War win and drunk on End of History-ism, convinced themselves that all you need to do to get to Democracy was to start making people rich and educated.

India and the US have a long history of being deeply suspicious towards each other. Indians saw the Americans as reckless, greedy, souped-up, pro-Pakistani Anglo Saxons (no prizes as to why they disliked Anglo influence) and the Americans saw them as potentially ripe for Domino Theory Communist expansion.
China in the 1970s and 1980s was also heavily anti-Soviet and the US from Nixon onwards was quite pleased at the prospect of the Russians having to deal with a swarm of several hundred million screaming Chinamen rushing their Siberian border.
