Yes. He was unironically convinced that he could convert them and therefore bring forth the second coming.
Also from a purely political perspective he wanted to exploit their commercial presence in the Netherlands to undermine dutch commerce.

Cromwell's role in this was minor, Jews had become de facto free to travel England after hysteria over Catholic invasion declined and the union with Scotland under James I, there was also a flourishing of Protestant denominations and interest in Hebrew texts with Jews invited to teach at English universities. Cromwell simply dropped a law that hadn't been enforced for decades.
