One, the Church allowed the Bible to be translated into Proto-Czech, precisely to undermine any German attempts at Germanization (remember, at the time the Bible was not translated into German or most other languages, not allowed by the Church). This was to weaken the HRE, as the HRE and the Church had a long standing rivalry as the two dominant forces in a post-Roman Europe.Second, Germany decentralized into a bunch of bickering noble-families, so there was no centralized effort to Germanize.
