I also find it baffling that somehow Britain was the massive investor in Argentina for pretty much its entire history and they still couldn’t help but chimp out over the Falklands, solely to try and distract from domestic political issues over the mishandling of their economy

This is the essence of the "Middle-Income Trap". In a world where other fully industrialized countries already exist, the local elites have nothing to gain by fully industrializing (they are already rich and have a niche in the international bourgeois as overseers of the extraction zones) and everything to lose (creating an industrialized labor force is creating a people who can overthrow you, and the already industrialized countries will have every incentive to get rid of you if you try and compete with them and they'll win because they're industrialized and your not plus there is a whole conga line of other local elites who want your job and will gladly kill you to get back in the overlords good graces).
So while it may be in the nations best interests to industrialize, it isn't in the RULERS best interests.

Not only does it not have to be successful, it doesn't even have to be a full on revolution for the elite to not want to have to deal with it. Look at Industrial America. The elite had to constantly fight with the urban working class, and the more industrialized the country became, the more powerful the workers became. Soon the ruling class was having to make *shudder* concessions *shudder* to the working class. Ultimately culminating in things like the New Deal, which the ruling class were forced to enact specifically because they knew that if they didn't, there was a very real risk of their heads winding up on spikes. It's also why the ruling class was so eager to ship all the industrial jobs overseas, it wasn't just money, it was to get rid of the threat a large industrial working class represented. You can carpet bomb foreign workers if they get too uppity, but you can't do that to your own country because you live there. People like the Argentinian ruling class we are discussing have seen this and want no part of it. They don't want to have to make concessions, so they're not going to give their people the power to demand them.
