And mind you that partisans wear civilian clothing so it looked like civilians were getting killed but they weren't. There was no genocide of the Tutsis. In fact the opposite was going to happen but the Hutus stopped it. The partisan Tutsis got what they deserved and they need to pay reparations. Every last asset/property of theirs must be seized (this even includes the diaspora populations).
