An expriced well supplied military of just 1 or 2 thousand could Plausibly rout&destroy you.So population groups that regularly challenged organization states got culled presumably.The crazy thing is that modern states quite possibly no longer have ANY real military advantage over a Rebellious civilian population. Tanks, artillery, jets all require complex industry to produce in even small amounts, meanwhile human waves, drones ak47s and c4 land mines are dirt cheap.Once the Civil War in a modern country gains momentum its impossible to stop unless the insurgents just agree to stop fighting, assuming they have access to even just basic cheap small arms.
