Because effectively separating parents from their children such that they end up spending more of their waking hours with strangers for most of their formative years is incredibly destructive to the family unit long term, and hence society as a whole.That is by design. The state views the family and especially a tight knit extended family living locally in community as a competitor. Because having a strong support network means people aren't dependent on the state, which loosens their hold over people.Creating an economy where most people are forced to have two incomes just to get by is part of this con.Plato went even further than this though, saying even paternity should be concealed. That everyone in his city wouldn't know who their real parents even are, and so would incline to treat everyone as if they were family.While in principle this isn't too bad, in practice this wouldn't work for many reasons.
