Immigrants were restricted in any given year to a definite quota, set at 3% of the persons of their nationality who had resided in the US since 1910. This national origins system was relatively favorable to immigrants from Southern and Eastern Europe as huge numbers had already arrived by 1910.>The Emergency Quota Act was soon superseded by the Immigration Act of 1924 which cut quotas to 2% and set the national origins basis back from 1910 to the 1890 census data, when relatively few Southern Europeans had arrived. The United Kingdom was allowed to send 65,721 immigrants a year against only 5,802 for Italy. Southern Europeans were quick to cry foul and discrimination, a triumph for the nativist lobby. The purpose was clearly to restrict immigration from outside Northwestern Europe. In addition, the 1924 act totally banned all Japanese immigration. Mass anti-US demonstrations broke out in Japan and one superpatriot committed seppuku in front of the US embassy in Tokyo in protest. There were no quotas placed on immigration from Canada or Latin America.
