Actually come to think of it most of tibet is pretty flat. It's a plateau after all.

true, but you can get everywhere by walking. There isn't going to be a point where you can travel 100 km with wheels. Even today, traversing long distances in Tibet is a major issue. The only reason wheels work there today is because of engines.
