GAIUS IULIUS (the 3rd) CAESAR was a chad and OCTAVIAN (Augustus) was capable enough of a nepobaby to glide out the success of his grand uncle with the help of his co-adopted younger brother Juba II, aka GAIUS IULIUS (the 4th) IUBA.
Caesar adopted Juba II and named him after himself because Juba I (and his family before him) was a fellow friend of Bithynia and did an unfortunate oopsie of allying himself with Pompey in order to stop any implication of being against Rome itself or secretly being pro-Carthage.

Caesar - great general, established the dynasty and was not an emperor. Assassinated by the Senate
Augustus - first true emperor, one of the most skilled politicians to ever live. Set Rome up to become a massive empire.
Tiberius - Augustus last choice as successor, a reluctant emperor who left Rome and let Sejanus rule for him which backfired for everyone. Did a decent job managing the State
Caligula - took the throne at a young age, was extremely competent at first, may have gone crazy after an illness or just a victim of propaganda
Claudius - probably involved in the assassination of Caligula, very good statesman, wrote a history of Gaul which unfortunately does not survive. Killed by his wife so Nero could take over
Nero - probably does deserve all the criticism he got, another young emperor more concerned with being an artist. Not a good politician. Killed himself before he could be murdered

Vespasian - began the Flavian dynasty and brought much needed stability to Rome. Trouble with Judea
Titus - son of Vespasian held 100 days of games for the Coliseum inauguration, then died of sadness because the games were over.
Domition - brother of Titus, definitely got bad press from the Senate but was a very competent emperor, probably one of the most underrated of all

Trajan - Top 5 emperor, took Rome to it's peak territory control.
Hadrian - Gay, Greek larper, traveled a lot, ended Judea
Antoninus - Lived too long, never left the capital, a good statesman and most known for many years of peace
Verus - STD ridden degenerate, died of plague. Co emperor with Marcus Aurelius until Verus died of Plague of Aids, who knows.
Marcus Aurelius - Philosopher king, loved Greek and stoicism. Had to fight Germans a lot
Commodus - Psycho narcissist retard, actually skilled athlete, competed in the Coliseum, probably fucked his sisters

Diocletian - completely reinvented the Roman State and the office of emperor. Consciously took Eastern influence into his reshaping of the office. Had 3 co-emperors. And no I'm not naming them all too. Just going to note there were other claims to emperor
Galerius - mostly known for hating and being hated by Christians
Licinius - Galerius choice as successor, fought off all the other tetrarchs, except Constantine. They have a long cold/hot civil war
Constantine - The first Christian emperor, did not make the empire convert. Founded New Rome aka Constantinople. Killed his own son. Shitty person but excellent general and politician.

Valentinian dynasty I don't remember the order or any names other than Valens and Valentinian. Valens died fighting Goths

Honestly don't really care much now I barely studied the late empire and am much less confident. I'm pretty sure I skipped at least 20 already. I know the Theodosian family comes up
Theodosius - The one who actually converted the empire to Christianity

Some other guys I don't remember, it really starts to devolve into German generals and the State split.
Aetius is not an emperor but he was the last good Roman.
Last two people that mattered were Stilicho and Ricimer and neither were Roman.

I wouldn't necessarily say that, Nero was vain and short sighted sure, but those aren't flaws that also couldn't levied at someone like Caesar, he was ill suited and not willing actually be emperor but he did kept the masses broadly happy during his reign, really Nero isn't unlike a contemporary modern politician in his outlook of how to manage the empire, basically spend all the money and hope the buck doesn't stop at you, there are plenty of "great" men that had similar strategies and got away with it.
