These were votive statues, the Sumerians believed that statues weren't just a representation of a person, they were somehow, a sort of second semi-living body of that person. You mean why do the statues look like that? Or are you asking about Sumer in general? Because if it is the first one I do have a theory. Now this is based entirely on the few minutes I spent thinking about it while taking a shit and not much more thorough research than that.
So the akkadian language has a pair of terms, melammu and puluḫtu. I don't know what the Sumerian equivalents were but they'll have had them since the idea seems to have been borrowed from Sumerian. Melammu is usually translated as "radiance" or "brilliance" in English, and it refers to a sort of shine possessed by divinity (and divinely appointed kings). Melammu is both physical light, characters in poems have to avert their eyes in pain, and symbolic as well (the term is occasionally used to refer to objects that would not have had a literal shine and the use is invoking it as a marker of divine purity/power). Melammu does seem to have been connected to fire at a later point but when Sumerians were still around it seemed to be more akin to the glare that comes off polished metal. It was also seen as something one could take, the Enuma Elish has a reference to taking someone's melammu and wearing it.
Puluḫtu is usually translated as "terror" and I think it's basically the sublime in the Burke sense.

So anyway these statues seem to have been intended to carry a prayer to a god. Presumably the worshipper would expect that god to be blindingly bright to their own eyes. My guess is that the statues have eyes like that to indicate that they can behold the deity and withstand the melammu, since that capacity would enable the statue to deliver the prayer while beholding the god's presence in a way that the mortal worshipper could not.
