It's comparative, think of how the English always used to call the Irish black or swarthy or whatever. If you've never met a real black (or in this case white) person, the closest people known to it are referred to as that colour.

Early modern Portugal only had a population of about a million people and their colonies were largely not settler colonies. They couldn't afford to be a small ruling class lording over the indigenous and mixed masses nor were they colonists sticking together and displacing the locals, so they gave white status to anyone with light enough skin, hence for the average Brazilian being white just means having light skin

What gave you that impression?
She’s asking if she’s a parda (triracial mix between European, Amerindian and African blood) and based on her distinct lack of African features I’m going to say no, she’s just a garden variety mestiza but in all likelihood she’s fully aware that she’s brown.
Latin America in fact has a rather nuanced conception of race, certainly far better than the insanely idiotic idea behind the one drop rule (if you have even one drop of African blood that makes you fully 100% African).

Because Spaniards were the desirable upper class for centuries. Which is hilarious when you realize that most of the ruling class became mestizo in the 1700s and many actual Spaniards made up the lower class because they arrived as poor migrants while the nobility was full of conquistador half-breeds. To this day the only guy with verifiable lineage going back to those people is the amerindian af looking great great great great great great grandnephew of Montezuma.

Nobody in Brazil calls themselves a mestizo. It's not a major racial classification here and when it is used it is more often than not used as a general term for any mixed race person rather than a particular mixture.
"Pardo" is also literally the opposite of a word used exclusively for somebody who has that specific mix you speak of. In reality, it's a loose term that basically encapsulates everybody who's clearly not white or black but also doesn't identify themselves as indigenous or with any of the european and Asian ethnicities that migrated here in the 19th and 20th centuries. I.e it is basically just the brazilian equivalent to the english term "brown", which means that she is indeed asking if she's brown or not.
