Because it would set a precedent for how to deal with Kosovo, also according to this newspaper I read, Milosevic accepted the Z-4 plan as a basis for negotiations on 30.7.1995. as an attempt to stop Operation Storm from commencing, and so did Milan Babic on the 2.8.1995. when he met with Galbraight in Belgrade for the same reason, the negotiations were supposed to continue on the 10th but you know already what happened before that

Croatia didnt offer anything, NATO set ultimate that both parties accept this plan. Croats accepted and Serbs refused. Serbs then commited Srebrenica genocide in Bosnia which Croatia used to attack, only then the west was fine with it and wouldnt stop Croatia. Before that the west did everything to halt Croatia from liberating their territoriy, even defending serbian positions like in medak pocket 1993. they did nothing to stop srebrenica genocide tho
