They did? If you pin Beijing and Shanhaiguan (the big two fortified areas) and then look at the topography you'll see why they were built where they were built. They are smackbang in the middle of that strip of land corridor linking North China to present day Northeast.

Koreans didn't recover financially for like several decades after imjin. They were gutted to something like a third of their former industry. They also lost an entire army specifically built for defence in the coup (which was coincidentally their best and also had a contingent of Japanese Veterans), most of the imjin vets by this point were also straight up in their retirement age. They lost some of the best of the best if not literal living heroes on the level of Yi in that war during the rout. The Ming commander (forgot his name) also annihilated some of the Korean economy plundering and extracting war tribute until Yang executed him personally.

Also their King couldn't even do his job properly and flee in time, the muskets they had at that point couldn't penetrate Mingguang, they didn't have a single forestry worth producing pikes yadayada.

The qing campaign seems to have had two war aims and goals:
1) A fast mobilization and a fast war, bypassing many of the fortresses. The war lasts about two months beginning in the beginning of december and ending at the end of january
3) The capitulation of king injo

If king injo has time to organize against the qing then the military numbers are about the same and fortresses begin to become more important. The qing campaign then relies on advancing up to king injo before proper defense can be summoned and by removing king injo also removing the source of ming power in the region
