That's a later, post Napoleonic dynamic. Russia and France in 1750 were the same, Russia was a "modern western power", it's just the definition of modernity changed a lot in the ensuing century after his death.

That's due to different socio-economic conditions. France didn't LEGALLY abolish serfdom until 1789 though, even if in practice it had been rendered obsolete long before then. If serfdom were not profitable in Russia as it wasn't in France they'd have the same de-facto conditions as France.
The fact is Russia was an extremely large rural country with vast swathes of agricultural land, so serfdom was extremely profitable there. France on the other hand required more specialized technical industries, the closest they came to agriculture was wineries, which suit free labor more than labor being tied to land.

By the time of WW1. Outside of urban areas in France, The Low Countries, Britain and Germany, most of Europe was still socially, politically, economically and mentally deeply still stuck in the ancien regime ways.
