Why couldn't he just bomb Baku? By december due to logistical problems it became surrounded by oil/mazut lakes, there is no way bombers couldn't ignite them.

How so? They obviously used aircraft during september offensive in north caucasus, also they waged bombing raids on astrakhan/volga delta.
From my understanding baku stored so much excess oil/mazut in winter that even few raids could start a catastrophe.
