Germany back then was still an enemy state, which was supposed to be neutralized, maybe genocided and depopulated, probably a neutral agricultural state, butchered and given to neighboring countries.So it was strategically advantageous to expand the borders of your Polish puppet state as far west as possible.But then Americans kinda had this doublethink going on and while Jewish atrocity propaganda told them they were an evil race, everything they saw with their own eyes in Germany told the exact opposite story and they were a high trust society full of friendly people, who didn't commit terror attacks for a fundamentalist ideology. So the Americans decided to spare them, while England and France already sold their rights to German slave labor to the Soviets, who would have worked them all to death, continuing the genocide against Germans. The Americans got tired of starving Germans to death, the radical pro-genocide Jews were no longer as influential and the German people survived.

Morgenthau and his plan actually held a bit of influence during the war's twilight (Roosevelt somewhat agreed with Morgenthau in his proposals, iirc) and the early reconstruction period, but the generalized want for Germany to be punished did not extend into allowing them to starve. The genocide plan was Germany Must Perish! (and other books by Jews) and that book was written by a really angry Jew with no influence at all.
