Andropov actually made a number of major decisions during his short term. Chernenko just failed to follow up on any of them. Gorbachev was actually close with Andropov and Andropov had personally trusted him to be his successor but while Andropov made pragmatic reforms, Gorbachev went full retard

Pragmatic reformer which didn't live long enough. There's a CIA brief that assesses his leadership and which claims that the Union would've probably survived another decade or 2 if he was alive.
His policies were essentially to curb corruption (which was a massive problem and completely fcuked the economy by destroying incentives), to bring back genuine planning and combat parasitic work practices, and replace the older party cadres with a new generation of technocratic ones. He was also interested in bringing about modest market reforms but we'll never know given that he died shortly after taking office. Most of the new generation which came after him (like Gorbachev) were puppils of his who became disillusioned with reforms
