Africa has specific resources that it is abundant in. Sure, the rest of the world can still produce their own supply of resources but you have to factor in the rare and specific ones. Take Coltan as an example, most of it is exclusively extracted in the Congo. The overall resource extraction may still be less in the Congo but with Coltan, its the exclusive extractor of it. Diamond can also be taken as an example.
