They already accepted France anexing Flanders in the Treaty of Amiens (1802) before, and even if they didn't recognize it again in 1814, if the german states did then there is nothing England could do. They need other countries to fight for then in the mainland. Russia didn't give a shit and If Prussia/Austria also didn't café and accepted it, then they couldn't force France out of Flanders.

Yes, the English are very treacherous, and treaties with them aren't worth much. But they didn't start the war because of Flanders. They started it because of Napoleon's bullying then on the continent, claiming they didn't deserve a voice while he expanded elsewhere. The English managed to buy support of the German states to actually fight for then. In 1814, the germans were the one proposing the borders shown in the op picture
