The main difference would be that Dolfuss was a regular right-wing dictator of that era in history and he had never called himself fascist and didn't have any plans to carry out some cleansing of 'pure Austrian land'.And, worth to point it out that Dollfuss seems to be rather forgotten in Austria (can't say for sure, I'm not Austrian)while in the Ukraine, especially in its western part, bandera's cult looks like it's pretty vital.
