Baji Rao was drawn into attacking first with a large retinue. The mistake was allowing the Holkars (and the other leading families desu) to independently control the northern conquests to create the Confederacy in the first place. Same sort of retardation that led to getting fucked by the Afghans after partying all the way up to Panipat before the sides even fought. This loss to the Holkars was what led to Baji Rao II directly going to the British - who had previously been wary of the Marathas after their loss in the first Anglo-Maratha war and decades of Maratha raids into Company territory. With Tipu Sultan having fallen, British involvement in Maratha succession doomed the Confederacy.
