What if the Irish and Welsh majority still spoke Gaelic and Welsh respectively instead of English? What if Brittany still spoke Breton instead of French? How would their culture be shaped today? Would they still be part of their original countries or would they secede?

Culturally they wouldn't be too dissimilar today assuming they were still controlled by the UK and France. More Cymri, Gaelic, and Breton signs, newspapers, magazines and the like. If they were independent, they would still have a large number of people who would speak English and French for work reasons.
