People that fail at step 2 include many others, including the type of fat bitch that has stickers on their laptop that say “READ!” and exclusively read young adult fiction, and increasingly romantasy as of late. The reason is because they get basic reading ability, get volume, and then their reading level stalls at Harry Potter. They never get the skill and enjoyment of getting through hard texts, so even relatively simple but “boring” prose like the Bible is too much tor them. The first step is an issue of basic pedagogy for under-10s; the second step is an issue of middle-high school-university reading curriculums.
