Anon this is hardly special for Japan. If you look very closely to many politicians/upper class today you'd find that goddamn half if not most of them descended from past societal elites. It is why the "Iron Law of Oligarchy" view exists.Just look at Japan's neighbors: China. Anti-Aristocratic as fuck in rhetoric but many of its major leaders were the descendants of Mandarins (Zhou Enlai) or even goddamned Imperial Clans (Zhu Rongji, Chang premiere back in Hu Jintao's time, from the House of Zhu, Imperial Clan of the Ming Dynasty).Hell in America, fuck looking at presidents, take a good long look at Senators & State Governors and you'd realize they're all political dynasty nepokids.
