That's why he condemned the peasant's rebellion too. With language that makes him in particular an enormous glowing hypocrite.
Basically after glazing them early on when he still needed them, he turned on them and perpetuated the scapegoating and appeal to common Jew hate.

You shouldn't take anything he released publicly at face value, he was a two faced snake in the grass and his personal writings reveal he was actively lying to his superiors while admiring to other correspondents his real intent.

It's highly ironic he didn't have enough self reflection to see how this applies directly to him.
Replace "peasants" with Luther himself and all becomes clear.
