The letter V was also originally pronounced as /w/, so Veni, Vidi, Vici would have been pronounced as /ˈweː.niː ˈwiː.diː ˈwiː.kiː/

I know plenty of words in Latin that sound completely wrong when pronounced with a hard c.

Also, Latin had k too.
Hard c is effectively identical to k, so that wouldn't make any sense for redundant lettering.

There are Latin loanwords in Albanian which all have the hard C. The soft-C Latinisms in Albanian come from Romance, like Dalmatian and early Romanian.
OP is gay for using the word "always" which implies throughout the evolution of pleb Latin into late-antique Romance. But early Latin had the hard C until it didn't.
