Who exactly was "steering the ship" of Revolutionary France when Napoleon was just starting out and wasn't in the picture prior 1793? How did it maintain any form of cohesion?

There were three distinct phases of the First French Republic:
1) National Convention (1792–1795)
2) Directorate (1795–1799)
2) Consulate (1799–1804)
Each of those phases had its institutions, officials, armies, laws, etc. and were able to enforce those. And while those changes of governance did result in some amount of internal instability the First French Republic was strong enough to win against two coalitions of major european powers and was even able to expand its territory. And in May 1904 Napoleon crowned himself emperor and founded the First French Empire.

I love learning about the 1st Republic, everyone seems to overly focus on the revolution itself (aka, downfall of the monarchy) or the empire/nappy I.

I am very interested in the 1st Republic and how it functioned, particularly how the fuck they didn't get their shit pushed in miltiarily instantly. I heard someone say

he 1st French Republic effectively utilized the human resources that were mobilized by the Levee en Masse (which occured before in french history as well) and simply continued to use the institutions and (most) of the structures of the French Royal Army. Here it should be noted that they continued many reforms that were already underway during the last years of the monarchy (most noticable the infantry drill) and that the army had a high amount of disgruntled middle class NCOs who were actively being ostracized by the politics of Louis XVI. (who had to cater to his noble officers more), even though they were responsible for much of the actual functionality of the army. When the revolution broke out and the Royal Army desintegrated the NCOs easily transferred themselves into higher officer ranks (they already fulfilled much of those duties anyways) and the rank & file soldiers had little love for their former aristocratic officer corps. Now with an entirely (mostly at least) meritocratic system the army offered the possibility of real upwards mobility and many latched onto that.
The Levee en Masse brought with it one problem: there were too many new and green soldiers for the (new) officers. To mitigate this a new tactical formation was created: the Demi-Brigade. This unit combined one battalion of regular, formerly royal, infantry with two newly created battalions of the National Guard or other volunteers. Otherall this was quite successful as the experienced regular battalion served as an anchor and constant example for the freshly raised battalions, who were mentored by them.

Liberalism in the 1790s is not the same as today. The concept of the "natural borders of France" was developed only a decade prior to the revolution and found much resonance in its society. This was further supported by military ideas of the Rhine being the furthermost border France was theoretically able to defend and being able to create further buffer zones in front of french heartlands.

During the 19th century, the slow demographic bleeding was supplemented by the import of various migrants, Italians mostly IIRC.

I didn't expand on this point further due to the word limit. My my point there was that raising massive armies relatively quickly wasn't a new experience for France. Already during the 30 Years War did France implement massive conscription, when Imperial-Spanish armies invaded France proper in 1636. As a reaction Richelieu hastily raised a large army via the arrière-ban to check imperial-spanish advances.And Louis XIV. further continuously increased the size of his army until through his merciless reforms until he reached about 400.000 soldiers during the last years of his reign.

The Levee en Masse law of 1793 was limited to umarried men between the ages of 18 and 25. Exemptions were also made for eligible men who worked in certain industries are were enrolled in certain schools as well as the holders of public offices.
