No. Torture wasn't that common in medieval Europe to begin with as the Church was largely against it (this changed in the 13th century with rising heretical movements like the Cathars) and the jurisdiction layed entirely in the authority of a few officials (nobles [both secular and ecclesiastical] as well as their appointed officers), who could just declare a verdict based on their individal judgement. Only in the late middle ages and the early modern period did torture become more common as the role of the church in the process of the jurisdiction decreased and evidence-based legal proceedings became more common (how this evidence was produced isn't important here) in the context of the emerging codified law texts. Anyways torture was either done in a private setting (the normal available prisons or any other room) when evidence was to be produced or in public when it was part of a sentence. There were a few dedicated torture rooms which were primarily used as a form of White/Psychological Torture (it was hoped that a room full of torture instruments was intimidating enough so that the subject would produce the evidence without the need to apply the torture instruments) but those are rather rare.

Yes. This is a darker world view. Having the sadistic behavior known by the public, and accepted as good, just because shepherd boys are trusted witnesses, even when they are wrong, is a terrifying scenario.

Its probably for the best to have a general rule against cruel and unusual punishment, in order to protect against that scenario.
