As far as leaders go, Deng was fairly idealistic. Not in the sense that he was a believer of communist orthodoxy but in that he cared about implementing a vision that leads to a stronger China with less poverty.

Beria was basically just an opportunist, he just cared about advancing his carreer. So he was unlikely to start sweeping reforms. The kind of leader who does that usually cares about something other than just hoarding power for himself.

Beria probably wouldn't have been very different from Krushchev, doing some pragmatic reforms but nothing radical.
