It depends on what your goals are. The US has never employed meat wave tactics but they lost plenty of wars despite a tactical and technological advantage

By Battle of Kursk, they were using strong defensive lines, massive artillery support, tanks, air power, and coordinated counterattacks much more effectively. By 1944, in offensives like Operation Bagration, the Red Army had become a highly capable modern army, not just a force relying on manpower.

They were actually suffering from manpower shortages and had units that were called up to fight when the enemy was near, they were not sending random people unarmed to the battlefield like the Soviets were.
They created defensive brigades who would only take up arms when battle was imminent and the army needed more guns on the firing line.
