Behavioral traits and preferences of women relative to men (all heterosexual, biological, cis, et cetera...).

An example would be women's display behavior. Usually in animals it is pronounced in the males, brightly colored male birds, stags with antlers, lions with manes, but in humans for various reasons it is the women. Women were not the hunters or warriors, they tribe did not depend on them for sustenance, they had to signal their value as mothers and wives of one of the warriors with social status, they had to coax one of these men into falling in love and doting on them, particularly during their difficult pregnancy and when rearing their vulnerable infants, which in humans is far more burdensome compared to other animals. Women thus have display behavior to compete for these men and tthe tribe to shore up "social capital" while the males compete for females in most other species.

Women obsess with looks and fashion to a far greater extent than men. They are attracted to things which visually stand out, bright colors, shiny reflective objects, they exhibit histrionic behavior to draw attention to themselves. When they are ovulating this is cranked up to the max, they want to show these men their bodies and traits they discover attract their attention. Just as birds dance, women also have a fondness for dancing and being observed and looked at.

Another prominent behavior is their maternal instinct, Their reactions to cute things are far more extreme than those of men. For obvious evolutionary reasons.

Display behavior is pretty pronounced among both sexes of humans. There have been periods where this was suppressed, usually more for men than women, and we are coming out of such a period. But for the majority of history in the majority of cultures, members of both sexes went out of their way to enhance and flaunt their appearance as much as was economically viable, largely for the purpose of impressing the opposite sex.

Because of the underlying motivation for curbing display behavior in the first place. When you look at sumptuary laws, after you get past the heirarchical stuff, what you have is a reaction against excess. People taking their showing off too far and society reacting by seeing these sorts of displays as immoral or at least inappropriate. Even now, people tend to apply more agency to the decisions of men. So, if you're going to single out one sex as responsible for leading the charge with the excess in the first place and in greater need of regulation, it's going to be men. And it's kind of true. Men were the ones that went crazy with codpieces after all.
When women are targeted more heavily, it's usually not a reaction against a period of excess and is instead a persistent concern about temptation, which women are percieved as eliciting more strongly than men.
There's also a sense that men are, for lack of a better word, more useful. That men have greater utilitarian function than women, who are able to exist more as ornaments. So ostentatious clothing or grooming that gets in the way of a man's productivity is a problem. It reflects poorly on him to place his appearance above his practical responsibilities to society. There's less scrutiny placed on women's productivity, so less pressure to shed encumbering fashions. This has been more of the motivation recently. Modern male grooming norms come directly from necessities of industrialization and especially modern warfare.
