One of the first in a deadly series of race riots that engulfed American cities in the 1960s began in Philadelphia at the end of August 1964. Some 400,000 African-Americans resided in North Philly and the Philadelphia Police Department had tried to improve race relations by having patrol cars in black neighborhoods contain a black officer to accompany a white one and a civilian review board to deal with cases of police brutality. That had been a major issue in the City of Brotherly Love and the black newspaper Philadelphia Tribune covered several incidents of white cops using excessive force on black suspects only to be exonerated of any wrongdoing.That August 28, a black woman named Odessa Bradford got in an argument with two PPD officers, one black, one white, named Robert Wells and John Hoff, when she stopped her vehicle in the middle of the 23rd and Columbia Avenue intersection during an argument with her boyfriend and refused to move. The two cops tried to drag Bradford out of the car. As the argument went on, a large crowd of blacks began assembling. One man swung a punch at the officers in an attempt to get them out of the way; he and Bradford were both arrested. False rumors that police had beaten to death a pregnant black woman spread through the community and by evening large scale rioting was breaking out, mainly along Columbia Avenue. The rioters were too numerous for the police to handle so they retreated from the area.
Nobody was killed but there were 341 injuries, 774 arrests, and 225 stores damaged or destroyed in three days of rioting. Black nationalists and Nation of Islam members egged on the rioters while black ministers called for calm. The riots caused $4 million in damage and many destroyed shops never reopened. It also led to the rise of Frank Rizzo as police commissioner, who advocated tougher anti-crime policies. Part of Columbia Avenue was renamed in 1987 to Cecil B. Moore Avenue after the civil rights leader for his efforts to quell the riots.
