Demilitarization. De facto, the national flag of Japan was the flag with a circle (Hinomaru). The flag with rays (the Rising Sun flag) was the flag of the Japanese Imperial Army (do not confuse it with the flag of the navy, where the center of the sun is shifted to the left; it is still used). The Rising Sun flag is a symbol of Japanese militarism, which is why the character Japanese Empire has exactly the flag with rays on his face; its use was banned after the war.
