Autism aside, you'd think he'd at least improve at drawing the same character for the past 20 years. Even if he's never sat his ass down to actually study anatomy.

How is this baffling you?

To give you an idea of how his retardation is affecting him; other artists came to him to pitch the idea remaking his comic, or doing an animated adaption of his works; chris-chan turned them down because their art didn't 'meet his standards', as in, he felt his art was superior to their art and that their art didn't meet his level.
He hasn't matured, so he has a massive ego, and is unable to actually reflect on or critique his own work - it's the best because he made it.

Granted there might be more to it, there are autists who are obsessed with chris-chan; I've never even watched a single thing he's done and only heard about him from periphery discussions.

The brain works in essentially 2 modes. Mode 1 is active learning and growth, mode 2 is muscle memory and 'automated behavior.' Your brain wants to be in mode 2 as much as possible, so you have to make an active effort to be in mode 1. This is why when you do something challenging, or go out of your way to learn something, it can be frustrating and even stressful in the moment.
You don't necessarily get better at doing something when all of your time doing it is in mode 2. People who drive to and from work every day for 10s of years aren't necessarily experts on driving.
Chris has not spent a single moment in mode 1 when making art since he was a child. The unchecked autism most definitely played a major role in that.
