Recently actually? There's been a bit of an old web or "indie web" resurgence, where people often copy that exact aesthetic, as well as others.

It's similar, but not the over the top kitsch look though, but take a gander at the scene yourself, there's some neat stuff out there as well as what you're looking for.

They have really cool web sites, design wise, but little to no actual content to warrant browsing.

to be fair I didn't really check out the separate sites themselves, I just really loved the general vibe/aesthetic (am first anon)
I personally doubt these "indie web" attempts can work if they are done only for the sake of themselves, the reason everything was so fun, interesting, operational and full of interesting things to see and read and people to meet was because all of the internet was there, with topic-specific websites that people actually used, all living in one ecosystem, not just for-fun webpage portfolios/art by themselves
