The styles seen in contemporary Japanese animation (and also comics) largely derived from the works of Tezuka, who himself was inspired from a variety of western comics and animation. After Tezuka though, artists in Japan mostly stopped looking outwards for inspiration and were just inspired by the Japanese works they grew up with. This style develops over decades and becomes the anime style that people recognize today. That's a very barebones summary of how that happened. It isn't strictly tied to budget constraints as much as it is that people do like how the style looks. People would likely still be drawing that way even with unlimited time and resources.
