I wanna ask if techniques from animation such as library symbols are used for static pictures?Because I want to make a collection of hand poses, face poses and other things, and then reuse that to make a manga.

If you want to make manga surely you'd be drafting/storyboard first until you're satisfied with the flow of the story.
