The shapes should be chunky and rough and undetailed, the individual lines in the hair can come later. In the beginning, it feels like you're drawing cloth or clouds. Don't forget that hair creates distinct heavy shadows (due to the volume) so you can block in some solid black to reinforce the shapes. When you've carved down more detail you can start to add loose hair, highlights, strands, mess etc. sometimes I'll highlight and reduce opacity and flatten image, then again and again. Eventually I go on top with a solid white highlight for the very last stage
