I would imagine it differs depending on the country, but I also assume banks have the right to revoke business with any individual or company on the basis/pretense of improper content or behavior. the alternative would be that banks would be forced to stick with them no matter what or insofar as no law if being broken. but then banks are being treated as some sort of right, and not a good, which is not how things generally go I don't think.

There are more rules (extortion) to offer a financial service like this in 3rd-world shitholes. Paypal may just decide not to offer their service to SEA, Asia, and latin countries any more.
The problem is too many things tied their overseas payment to paypal. Patreon for example.

This executive order made the rounds a while ago in the gaming community because people misinterpreted it as meaning that payment processors like MasterCard and such wouldn't be able to refuse service to NSFW storefronts. On the bright side, while this EO doesn't give hope to gamers (since payment processors aren't banks), it should, in theory, protect artists that prevent banks like PayPal (if PayPal's application goes through) from taking action against people who sell lawful pornographic media.
